I just watched on mysteries at the museum that the governor hadn't sentenced the dog. He sent the dog there to help rehabilitate the inmates. The staff at the prison thought they'd be funny and take a pic of the dog w an inmate number and fabricated the crime. The dog never killed a cat. And spent the rest of his days at the prison beloved by the guards and the inmates.
